Yes. Initially reluctant to join fellow Welshman Howell Davies after Davies captured his ship, Bartholomew Roberts was elected captain when Davies was killed. He created the new articles which were the base of the Pirate Code after his own crew member Walter Kennedy ran off with his ship and its remaining booty after Roberts had chased after another prize in a sloop.

Although perhaps not as notorious as characters like Kidd, Bartholomew Roberts was actually by far the most successful pirate of the Golden Era of Piracy.
